Meet BAIPHIL’s Gem, Ms. Blesilda P. Andres
“… energy-boosting and anti-aging!” was how our dear Bles described the award she received at the BAIPHIL Grand Fellowship Night . Ms. Blesilda P. Andres is BAIPHIL’s Pearl Awardee for 2016 – 2017.
The Pearl Award is given to a BAIPHIL member whose selfless dedication to the profession resulted in exceptional achievements which significantly contributed to the welfare and well-being of the Institute and its members and has served as an inspiration to her peers to reach greater heights through selfless service. Truly, Bles is very deserving of this much-coveted award.
Bles joined BAIPHIL in 2012 and has been a very active member ever since. Her many achievements include being a BAIPHIL Director since 2015, Chairperson of the BAIPHIL Week Committee for 3 years (FY2012 to 2014 & FY2015-2016) and the Membership Committee for FY 2014-2015. She is Director-in-Charge for Governance, Legal and Compliance Course Committee for FY 2016 -2018 and also plays a very active role in the Program & Attendance and Special Projects Committees. She is currently the BAIPHIL Treasurer and the Director-in-Charge of Finance and Budget Committee for FY 2017-2018. As Director-in-Charge of the 2017 National Convention, Bles, together with her very able partner, Dennis, brought this important event to unprecedented level and made the occasion a
resounding success! A servant leader through and through!
Bles is currently the Head of the Regulatory Compliance Department of the Bank of the Philippines Islands. She started in BPI in April 2000 as Systems Officer in Unibank Systems and Control Department.. Prior to BPI, she was with FEBTC Comptrollership Group- Management Services Department and heads the Business Systems and Procedures Section, Cost Standards/Accounting Policy / MIS Section and Budgetary Planning and Control Section.
Bles is a CPA and graduated Cum Laude at the University of the East. She was a member of the UE Accounting Honors Program.

To the Pearl Awarding Committee, this is too much, most welcome, energy boosting and anti-aging!!!! (And which committee will question your judgment except the social media bullies)….. I feel humbled and deeply honored to accept this Pearl Award for HIM up above and also in behalf of so many BAIPHIL members, colleagues and friends who have worked with me to deliver noticeable contributions and results in various capacities which were highlighted by the success of the recently concluded 29th National Convention and Governance, Legal and Compliance Course Committee, not only this year but over the years.
Allow me to thank those to whom I share and dedicate this Award:
First, I thank Buddy Serrano, who asked me to take my first Chairmanship in BAIPHIL Week Committee in 2012, with Director-in-Charge Aris Zafra, to Past President Francis Puzon and Director Willy Talastas for my 2nd term as Chairperson.
Second, I would like to thank Pres. Liza Ortiz and Past President Rhoneil Fajardo for believing that I can direct the 29th National Convention to unprecedented level of success, of course with my very able partner Dennis Matutina as Chairperson. Special thanks to all the NATCON Sub Committee chairpersons and members (Rene Natividad, Jun Cervantes, Celia Sotto, Dette Racliffe, Mabel Ko Gaw and the rest of the team and the Secretariat) for the support and excellent job.
Thank you also to Marilen Ruiz and Tess Andres, they are my inspiration, my role models.
I thank Mayette Gayares, my boss in BPI who have supported my membership in BAIPHIL.
And finally, to the One God who gives me daily dose of grace of peaceful home life, energy, and health, and who has been making all these possible. No words can express this moment of thankfulness!!!!

RACQUEL B. MAÑAGO
Racqs Mañago is BAIPHIL’s Pearl Awardee for Diamond Year FY 2015–2016
Racquel “Racqs” Mañago is BAIPHIL’S Pearl Awardee for FY 2015–2016. Racqs is the BAIPHIL Voting Representative of Philippine Veterans Bank and heads the Operational Risk Team of the Risk Management Department. She has over twenty years of banking experience. Prior to Veterans Bank, she was Operational Risk Manager at Philippine Bank of Communications. She has held various positions as Operations Head at BDO Private Bank, Account Servicing Head of Consumer Loans Operations and Branch Operations Head at Chinatrust, Business Process Management Officer at Unionbank and Securities Custo dy Operations Officer at Citibank. She is a graduate of the UP School of Economics.
Racqs joined BAIPHIL in 2005 and has been an active member in various committees such as the BAIPHIL Education and Training Institute (BETI), Sports and Fellowship Committee (SFC), Special Projects Committee (SPC) and the National Convention. She was SFC Chairperson for FY 2010–2011, BETI Chairperson for FY 2014–2015, National Convention Vice–Chairperson for FY 2014–2015 and Chairperson for Business & Products, Operations & Technology and Risk Management Course Committees for FY 2015–2016. She played a key role in restructuring BETI from a single platform covering a wide variety of subject matter areas to multiple specialized Course Committees each led by at least one Director and a dedicated Chairperson and composed of subject matter experts. She has been BAIPHIL’s subject matter expert in Operational Risk Management since 2014. She is Director-in-Charge of the Risk Management Course Committee and the Membership Committee this FY 2016–2017.
In her acceptance speech, she said she was deeply honored and profoundly grateful for the recognition and that this was made possible by the collaborative effort of the team. She said that working with BAIPHIL is a call to service and she hopes to be an inspiration to others in responding to this call.
Racqs expressed her deep gratitude to BAIPHIL President Rhoneil Fajardo for his inspiring leadership, Director Dom Gavino for his empowered leadership, and Chairperson Marilen Ruiz for being an exemplary role model. She also thanked fellow officers and members as well as the BAIPHIL Secretariat for their encouragement and support.
Racqs was deeply touched by her daughters’ message – “Super proud of our beautiful and inspirational mother for winning BAIPHIL’s Pearl Award! We’ve witnessed how hard she’s selflessly worked these past years and we’re overjoyed by how she humbly received this prestigious award given by the Bankers Institute of the Philippines!
